Decision Text Content

The entire national territory: mainland, islands and archipelagos, subsoil, sea areas and airspace of Viet Nam. It is the basis for the national marine spatial plan, national land-use plan, national sectoral plans, regional and provincial plans, special administrative-economic unit plans, and national urban and rural plans.
[Synthesized] Inclusive, rapid and sustainable development driven primarily by science, technology, innovation, digital transformation, green transition and the circular economy, while maximizing the advantages of the country, regions and localities and balancing economic growth with culture, society, environment, climate adaptation, national defense and security. Development is focused and selective, concentrating on favorable locations to form dynamic regions, economic corridors and growth poles with spillover effects; resources are used efficiently and economically with energy, food and water security assured. National, regional, corridor and urban spatial organization is tied to synchronized infrastructure, linking the mainland with the marine space while safeguarding independence, sovereignty and territorial integrity.
[Synthesized] By 2030 Viet Nam is to be a developing country with modern industry and upper-middle income, with growth based on science, technology, innovation and digital transformation. The national spatial organization model is effective, unified and sustainable, with dynamic regions, economic corridors, growth poles and a synchronized, modern infrastructure network in place; the economy's resilience, energy, food and water security are assured, the environment protected and climate-adapted, human development advanced, and the country's international standing raised.
[Synthesized] Economy: average GDP growth of about 7.0%/year in 2021-2030; GDP per capita of about USD 7,500 by 2030; services above 50% of GDP, industry-construction above 40%, agro-forestry-fisheries about 10%; labor productivity growth above 6.5%/year; TFP contribution above 50%; digital economy about 30% of GDP; urbanization above 50% with 3-5 cities of regional and international standing; over 90% of communes meeting new-rural standards; a basic national infrastructure framework with about 5,000 km of expressways. Society: replacement fertility of 2.1; population about 105 million; HDI above 0.7; life expectancy 75; 35 hospital beds and 19 doctors per 10,000 people; 260 university students per 10,000; forest cover stable at 42%; net-zero greenhouse gas emissions by 2050. Vision 2050: GDP growth of about 6.5-7.5%/year in 2031-2050, GDP per capita of about USD 27,000-32,000, urbanization 70-75%, HDI of at least 0.8.
[Synthesized] Article 14 sets implementation measures and resources: restructuring the state budget and public investment toward medium/long-term, efficient spending prioritizing large cross-regional infrastructure connecting dynamic regions and corridors; mobilizing capital via public-private partnership (PPP); accelerating state capital divestment and SOE equitization; increasing land-based revenues through planning-based land-use auctions and TOD models. Institutional measures cover decentralization with resources, special mechanisms for national dynamic regions and ethnic minority mountainous areas, human resources, science and technology, and international cooperation within ASEAN, the GMS and FTAs. Article 15 provides for implementation: the master plan is the basis for all plans in the system; the Government issues the implementation plan and evaluations; the National Assembly Standing Committee and its bodies supervise.
[Synthesized] State budget investment plays the leading, ordering and activating role to attract all social resources, prioritizing public investment in large cross-regional infrastructure networks and connections among dynamic regions and economic corridors. Non-state resources are mobilized through PPP; state capital divestment and SOE equitization proceeds quickly with proceeds channeled into key infrastructure. Budget revenues rise from land, planning-based land-use auctions and TOD urban development. The plan targets FDI from advanced-technology firms and leading multinationals, and concessional foreign borrowing for key sectors; it does not state an aggregate investment figure.
