The national master plan within Viet Nam's planning system, defining the vision, objectives and spatial organization of socio-economic development, marine space, airspace and national land use, the development of urban-rural systems, and the spatial distribution of key sectors for 2021-2030 with a vision to 2050. Adopted by the National Assembly under Resolution 81/2023/QH15 of 9 January 2023 and amended by Resolution 252/2025/QH15 of 10 December 2025 for the two-tier local government model with 34 provinces and centrally-run cities.
