How this atlas is built
Every figure on this site traces back to a gazetted national masterplan decision. The notes below summarise our sources, transformations and confidence conventions.
Primary sources
Decisions of the Prime Minister approving each national sector masterplan, gazetted on the Government's official portal, plus the consolidated decisions reflecting the 2025 administrative reorganisation.
Geographic baseline
Vietnam's 34 administrative units — 6 centrally-run cities and 28 provinces — as established by the 2025 consolidation. Coordinates reference each unit's administrative centre.
Methodology
Assets are extracted from each masterplan's annexes, harmonised to a common schema, and tagged by sector, period and province. Geometries are simplified for cartographic display; original gazetted documents remain authoritative.
Confidence levels
Each asset carries a status — gazetted, planned, proposed — reflecting how firmly it is committed in the source decision. Structures without an explicit timeline are grouped under the masterplan's vision horizon.
Vietnam Infrastructure Ontology (VIO)
To resolve gaps in relational modeling, we designed a unified taxonomy of ~140 concepts spanning energy sectors, seaports, and mineral types. VIO explicitly models cross-sector dependencies, completes the seaport regional hierarchy (Port Group → Port → Berth Area), and tracks mineral lifecycle chains (Exploration → Mining → Processing) across administrative units.
