The plan concretizes Resolution 139/2024/QH15 into objectives, requirements and six groups of key tasks to 2030 (institutions and policies; coastal, marine and island infrastructure; new marine economic sectors; baseline marine resource surveys; science and technology, human resources and international cooperation; environmental protection and marine biodiversity conservation); schedules priority programmes, schemes and projects (Annex I) and the policy and criteria building agenda for a strong maritime nation (Annex II); and assigns lead and coordinating agencies with implementation solutions.
Implementation must be synchronized, interconnected, inter-sectoral and inter-regional, without duplication or overlap with programmes, projects and tasks in national, regional and provincial plans already approved by the Prime Minister. It must fit the country's financial and human resources, science, technology and socio-economic conditions, maximizing the mobilization of resources and participation of economic sectors and stakeholders. Resources are allocated in a focused, prioritized, optimized and effective manner, harmonizing funding sources in which public investment leads the attraction of capital from society to realize key tasks and breakthroughs through 2030.
Purpose of the plan: to concretize the orientations, objectives, key tasks, breakthroughs, directions, solutions and important national projects approved by the National Assembly in Resolution 139/2024/QH15 for effective implementation of the National Marine Spatial Planning 2021-2030, vision to 2050. To define the roadmap and resources for programmes and projects that resolve conflicts and overlaps in the exploitation and use of marine resources; promote marine economic sectors and marine and coastal infrastructure; and protect the natural values and cultural-historical heritage of coastal areas and Vietnamese waters. To clearly assign responsibilities and ensure coordination among ministries, sectors and coastal localities for synchronized, effective delivery.
The plan's main contents to 2030 comprise six groups of key tasks: (a) building and perfecting institutions and policies - revising the Law on Marine and Island Resources and Environment; an inter-sectoral marine management coordination mechanism; criteria and rules for resolving overlapping areas; guidance on local-level marine spatial zoning; marine fisheries and sea-surface allocation policies; accelerating completion of administrative boundary delimitation at sea; (b) developing coastal, marine and island infrastructure - seaports and connecting transport, maritime communication infrastructure, technical systems supporting state management of sea-area allocation, use and exploitation monitoring; fishing ports and storm-shelter anchorage; sea dykes and estuary dykes; (c) researching and developing new marine economic sectors in a green, circular, low-carbon direction - island tourism product systems; cultural heritage inventories; the Offshore Aquaculture Development Project to 2030, vision 2045; completing the IUU fishing prevention project by 2025; (d) baseline marine resource surveys for spatial zoning - priority offshore wind areas, sea sand extraction, oil, gas and minerals; (e) marine science and technology, human resources and international cooperation - the National Marine Human Resources Training and Development Project to 2030, vision 2050; the action programme for the marine-economy industrial-cluster development project linked to strong marine economic centers to 2030; and (f) environmental protection and marine biodiversity conservation - adjusting and expanding existing marine protected areas; completing surveys and establishing new marine protected areas by 2030 to reach 6% of the natural area of national waters; the national ocean plastic action plan to 2030; controlling pollution sources and hotspots.
Implementation solutions comprise seven groups: (1) delivering programmes and projects in a synchronized, linked, non-overlapping way, prioritizing public investment for large-scale technical infrastructure connecting growth regions, and decentralizing to localities; (2) attracting development investment - reforming foreign-investment policies with suitable incentives and targeting reputable, technologically advanced non-state investors; (3) human resources - attracting and effectively using domestic knowledge and talent, including overseas Vietnamese; (4) social security - ensuring sustainable livelihoods and occupational conversion for affected residents and gradually converting coastal livelihoods; (5) science, technology, environment and international cooperation - supporting applied technology research for new marine sectors and mobilizing international finance; (6) financial resources - restructuring the state budget toward rising development investment and mobilizing ODA, concessional foreign loans and extra-budgetary capital; (7) defense and security - tightly combining economic development with consolidating defense and security in coastal, marine and island areas. Organization: the National Steering Committee for implementing the Viet Nam Marine Economy Sustainable Development Strategy to 2030, vision 2045, is the inter-sectoral, inter-regional coordinating body; the Ministry of Natural Resources and Environment leads public disclosure, the inter-sectoral coordination mechanism and implementation assessment; the Ministry of Planning and Investment, Ministry of Finance, Ministry of National Defense, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Home Affairs and other ministries act per their functions; coastal provincial People's Committees prepare, adjust provincial plans and organize implementation; performance is reviewed annually and every five years, with reports submitted before December each year.
The plan does not publish a total funding envelope. Capital principles: public investment prioritizes key, large-scale, inter-regional, inter-sectoral infrastructure with high spillover that meets essential needs and resolves bottlenecks of marine, coastal and island areas, and plays the leading role in attracting socialized resources into investment projects. Non-public capital funds institution and policy building; projects for managing and exploiting marine resources, protecting and conserving marine ecosystems, defense and security; baseline surveys of marine and island resources and the environment; surveys and assessments of new and renewable energy; integrated economy-ecology-environment-defense models; and regional and international cooperation on preventing and reducing ocean plastic waste. Financial solutions emphasize restructuring the state budget toward gradually increasing development investment, concentrating investment on focal priorities, and mobilizing ODA, concessional foreign loans and extra-budgetary capital.
