Amends and supplements Articles 2, 3, 4 and 7, clauses of Articles 6, 8 and 9, Articles 12, 14, clause 1 of Article 15 and the Annex of Resolution 81/2023/QH15; replaces, adds or removes terms in Articles 5, 9, 10 and 11; rewrites the viewpoints, 2050 vision, 2030 objectives, regions, dynamic regions, economic corridors and infrastructure for the two-tier local government model with 34 provinces and centrally-run cities; effective from the date of adoption (10 December 2025).
[Synthesized] Strategic, long-term thinking and vision are required; proactively creating and breaking through in development, using development to sustain stability and stability to spur development, with science, technology, innovation, digital transformation and the green transition as the main drivers of rapid, sustainable growth. Advantages of the country, regions and localities are maximized in the context of administrative-unit reorganization, and the private economy is one of the most important national drivers. National space is organized effectively nationwide, exploiting development space newly opened by the administrative reorganization, ensuring national-regional-regional-international connectivity and double-digit growth for many years. Focused development forms dynamic regions, economic corridors and growth poles with spillovers, linking the mainland with marine space, airspace, underground and digital space.

Environment: forest cover 42%; marine and coastal protected areas at least 6% of the national sea area; net-zero emissions by 2050. Vision 2050: a powerful, prosperous, happy nation; GDP growth about 7.0-7.5%/year in 2031-2050; GDP per capita about USD 38,000; urbanization 70-75%; HDI above 0.85.

Clauses of Articles 8 and 9 are amended (education: 20% of universities modernized, 3-5 provincial universities as international research universities; health: at least one high-tech hospital per region, specialized and geriatric hospitals per province; transport, energy, ICT and irrigation on the new spatial footprint with Ninh Thuan 1 and 2 nuclear plants); Article 12 drops the fixed 3.5-million-hectare rice-land quota; Article 14 and clause 1 of Article 15 are amended; and the national important-projects Annex adds nuclear power plants.
