I. VIEWPOINTS AND OBJECTIVES 1. Viewpoints - Seaports are an important part of maritime infrastructure, socio-economic infrastructure, identified as one of three strategic breakthroughs, requiring priority investment to ensure harmony between socio-economic development and national defense-security and social welfare, adapting to climate change; contributing to safeguarding independence, sovereignty over seas and islands, strengthening international cooperation on the sea, maintaining a peaceful, stable, and sustainable development environment. - Develop synchronized and modern maritime infrastructure, ensuring maritime safety and security, effectively connecting transportation modes; promoting the advantage as the primary method for large-volume cargo transportation, playing an important role in international cargo transportation, contributing to reducing logistics costs. - Promote geographical advantages, linked with economic and urban development space; focus on developing international gateway ports capable of receiving large tonnage ships for long-distance routes; utilize natural conditions, develop harmoniously and reasonably between seaports and urban development space; between seaports and dry port infrastructure, buoy berths, and transshipment anchorage areas. - Mobilize all resources, especially non-budgetary resources, for synchronized, focused, and key investment in maritime infrastructure systems; prioritize state resources for investing in public maritime infrastructure, especially international gateway ports; continue to promote the effectiveness of decentralization and empowerment in resource mobilization and implementation for localities. - Proactively approach and promote the application of achievements of the Fourth Industrial Revolution in construction, management, and operation towards building green seaports, saving energy, and efficiently using coastal and water natural resources.
2. Objectives a) Objectives by 2030 Develop a synchronized, modern, high-quality seaport system, meeting socio-economic development needs, ensuring national defense-security, maritime safety, and environmental protection, enhancing the economy's competitiveness, contributing to making our country fundamentally a developing country with modern industry and upper-middle income by 2030, with some specific targets as follows: - Regarding capacity: meeting the demand for import-export goods, trade between regions nationwide, and transshipment/transit goods for countries in the region, as well as domestic and international passenger transport needs. The seaport system will handle from 1,249 to 1,494 million tons of cargo (of which container cargo is from 46.3 to 54.3 million TEU, not including international transshipment cargo); passengers from 17.4 to 18.8 million turns. - Regarding infrastructure: prioritizing the development of international gateway port areas at Lạch Huyện (Hải Phòng) and Cái Mép - Thị Vải (Bà Rịa - Vũng Tàu), building the Cần Giờ international transshipment port area (Cần Giờ International Transshipment Port - Ho Chi Minh City). Researching appropriate policy mechanisms for step-by-step development of an international transshipment port in Vân Phong (Khánh Hòa) to exploit its potential in natural conditions and geographical location. Planning to orient the development of Trần Đề port (Sóc Trăng) to serve the Mekong Delta for potential investment when conditions are met; large-scale seaports serving national or inter-regional socio-economic development; international passenger port berths linked to tourism development动力 zones; large-scale port berths serving economic zones and industrial parks; port berths in island districts serving socio-economic development associated with national defense-security and sovereignty over seas and islands. b) Vision to 2050 - Develop a synchronized, modern seaport system on par with the region and the world, meeting green port criteria; fully and effectively meeting the country's socio-economic development needs, acting as a main pillar with a driving, leading role, successfully developing maritime economy according to Resolution No. 36-NQ/TW dated October 22, 2018, of the Eighth Plenum of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, contributing to making our country a strong maritime nation and a developed, high-income country. - The capacity of the seaport system will meet cargo throughput demand with an average growth rate of about 4.2 to 4.8%/year; passenger growth averaging about 1.2 to 1.3%/year.
VII. SOLUTIONS FOR IMPLEMENTING THE MASTER PLAN 1. Solutions on mechanisms and policies - Improve mechanisms and policies in the maritime sector to promote investment in seaport infrastructure development, including socialization forms, contributing to promoting the development of maritime transport and maritime services. - Prioritize land and water funds for seaport development according to the master plan. - Continue to research and propose the application of suitable port management models to improve the efficiency of management, investment, and operation of seaports and seaport clusters (with a focus on important seaports). Enhance cooperation and coordination to effectively exploit seaports within the region and inter-region. - Research the application of open port policies at Lạch Huyện, Cái Mép, Thị Vải, and Vân Phong port areas. - Continue to research and refine policies on prices and fees at seaports to improve the investment efficiency of seaports, increase attractiveness for shipping lines, and attract international transshipment container cargo. 2. Solutions for mobilizing investment capital - Continue to refine mechanisms and conditions to mobilize diverse domestic and foreign resources to participate in investing in seaport infrastructure development according to the master plan and institutionalize solutions on decentralization and empowerment in resource mobilization; exploit resources from land and water funds, revenue from leasing public port infrastructure invested from the state budget. - Encourage and create favorable conditions for organizations and businesses of all economic sectors to participate in investment, development, and operation of seaports; continue to promote the socialization of investment in seaport infrastructure development. Strengthen the role of businesses in sharing the responsibility for investing in and maintaining public infrastructure at seaports as part of their port operation investment projects. 3. Solutions on environment, science, and technology - Promote modern science and technology, apply digital technology and digital transformation in the construction, management, and operation of the seaport system in line with the trend of the Fourth Industrial Revolution, meeting green port criteria. - Prioritize investment, development, and efficient use of the national single-window information technology system. 4. Solutions for human resource development Train and attract high-quality human resources, especially in the management and operation of seaport infrastructure; research and implement a mechanism for ordering training and fostering human resources in fields related to port management and operation. 5. Solutions on international cooperation - Strengthen domestic and international investment promotion through preferential policies and facilitation of investment and business activities. - Implement regional and international agreements and conventions on the sea to which Vietnam is a member; research participation in relevant international conventions. - Enhance cooperation and leverage support from partners and international organizations to develop human resources, protect the environment, prevent natural disasters, and adapt to climate change. 6. Solutions on organizing and supervising the implementation of the master plan - Strengthen coordination, inspection, and supervision of the implementation of the master plan to ensure seaports are invested in and operated according to their approved functions, scale, and timeline; ensure synchronization between seaports and related infrastructure. Periodically organize seaport conferences to resolve related issues. - Encourage research and application of solutions to effectively exploit seaport infrastructure, ensuring larger tonnage ships and offloaded ships can enter and leave port berths based on ensuring maritime safety, security, fire prevention, and environmental protection conditions. - Develop seaports in conjunction with t
V. INVESTMENT CAPITAL REQUIREMENTS The investment capital requirement for cargo handling service berths within the seaport system by 2030 is approximately 313,000 billion VND (only including cargo handling service berths, not including investment capital for the Cần Giờ international transshipment port area) to be mobilized mainly from non-budgetary sources, enterprise capital, and other lawful capital sources. State budget capital will focus on public maritime infrastructure; key areas, creating spillover effects and attracting investment.
